What they did not tell you up north. Limited access you need a special permit that you can only obtain at the main park front gate. Only a limited number are given out daily. No you can not drive to the lower lake, it is a 2.2 mile hike each way from the parking area to the famous Deep Hole. This is a wilderness area...hiking only.
